Public-domain observations retain source, date, unit and status fields.

Synthetic reference data support transparent exploration of the SOW framework and are identified in the relevant result. Before release, synthetic scores must pass objective, reproducible checks for declared ranges, distributional variation, repeated country profiles, internal consistency and explicit labelling. The gate does not use polls, popularity, public perception or editorial expectations. Passing it does not make synthetic values observed evidence.

Structural coverage reports whether required components are present. Confidence separately reflects the evidentiary strength appropriate to the data status.
